Senior IPS officer RR Swain on Tuesday took charge as the 17th Director General of Police (DGP) of Jammu and Kashmir. He succeeded Dilbag Singh, who was the longest-serving DGP of the Union Territory. A 1991 batch IPS officer, RR Swain was presented with a guard of honour at a ceremony in Srinagar that was attended by senior officers and top officials including special DG Crime A K Choudhary, ADGsP SJM Gillani, M K Sinha and Vijay Kumar.

RR Swain has been serving as Special DG CID and the Intelligence Chief of Jammu and Kashmir since June 2020. During his tenure, he was posted at various important and key positions in Jammu and Kashmir police.
Swain has served as SDPO Kothi Bagh, SP Ramban, SP Kargil, SP Poonch, SSP Kathua, SSP Jammu, SSP Srinagar, AIG (P/W) PHQ and DIG Vigilance.
Swain was sent on central deputation in November 2006 when he held prestigious posts. In June 2020, the IPS officer joined Jammu and Kashmir Police as head of the CID wing. Shortly after taking over as the new DGP of Jammu and Kashmir, Swain chaired a meeting of senior officers where he was brief about the working and functioning of different wings of the police department, officials said.
The outgoing DGP, Dilbag Singh, is an IPS officer of the 1987 batch who took over the top post in 2018. He assumed office ahead of the central government’s plan to abrogate Article 370 and revoke the special status of Jammu and Kashmir.
